# Absence Policies

Unless special permission is received from the Training Section Chief, students are not permitted to miss any portion of a course. Failure to comply will result in dismissal from the course. Reasonable emergency leave may be allowed for legitimate reasons. In a certification course, students must attend all classes to be certified.

Fire Programs: Unless special permission is received from the Training Section Chief, students are not permitted to miss any portion of a course. Failure to comply will result in dismissal from the course.

EMS Programs: Students cannot miss more than 10% of the total scheduled classroom hours. Students absent for more than 10% of those hours will be dropped from the program.

# Academic Fraud/Dishonesty

Students are expected to do original work for all assignments. Cheating is defined as "the giving or receiving of aid (whether written, oral, or otherwise) in order for a student to receive undeserved credit on classwork, homework, tests, or any other assignment that is his/her own responsibility." Plagiarism involves stealing another person's work and claiming it as one's own. It occurs whenever one directly copies another person's intellectual effort and integrates it into his/her classwork without giving proper credit to the author. Paraphrasing is defined as "a restatement of a text or passage giving the meaning in another form." When one paraphrases but intentionally omits authorship of the work, this, too, is a serious violation of academic dishonesty. Academic dishonesty will not be tolerated in any form during any type of evaluation. Candidates are held to the highest degree of conduct. The Alabama Fire College takes the issue of cheating and unethical conduct seriously and all incidents will be investigated.

# Accommodations for the Disabled

It is the policy of the Alabama Fire College to comply with the provisions of the Americans with Disabilities Act (ADA). The ADA prohibits discrimination against qualified individuals with disabilities on the basis of their disability. The ADA provides, in part, that qualified individuals with disabilities shall not be excluded from participating in or be denied the benefits of any program, service, or activity offered by AFC. The ADA requires that all programs, services, and activities, when viewed in their entirety, be readily accessible to, and usable by, qualified individuals with disabilities. Students with disabilities who wish to request an accommodation under the ADA should contact the ADA Accommodations Coordinator at AFC, who serves as the disability coordinator.

# Admissions Criteria

To be admitted to any program or course at Alabama Fire College, a prospective student must contact Registration, complete an Alabama Fire College application, and submit payment for the course/program. In addition, all prerequisites for the course program must be met, and proof must be presented to the Certification Unit before certification testing can be administered.

For the Fire Fighter I/II, and EMS courses, students must contact Student Services, complete the application, submit payment, and submit all required paperwork to be officially enrolled. Applications are accepted on a first-come basis. Health records must be current during the full term for which the student will be enrolled.

**All courses are subject to following the guidelines:**

* Must be 18 to enter the course (Exception: Courses enrolled through an approved Alabama Fire College and State Department of Education CTE Program)

* Completed registration form and/or application packet

# Appeal & Grievance Procedures

Appeal Procedures: If a student is dissatisfied with a decision or action of a member of the faculty or staff, he/she may appeal that decision using the procedures outlined in this section. Appeals fall into the following areas: grade appeals, academic termination (dismissal) appeals, and adverse action appeals. If, after attempting to follow the steps below, a student believes he/she did not receive the appropriate due process or if the matter in dispute does not fall into one of these three areas, the student may file a grievance or complaint in accordance with the provisions in the following section.

Grade Appeal Procedure: A student who has a dispute with an instructor's grading on a test, assignment, or the final grade in a course must follow the steps outlined below:

* The student must first try to resolve the difference with the instructor involved. If the instructor agrees to the student's request, the instructor will make the appropriate change in the grade book or submit a grade change through the Training Section Chief. If the student agrees with the instructor's decision, the matter is dropped.

* If a satisfactory solution cannot be reached between the student and the instructor, the student may submit a written grade appeal to the Training Section Chief. A grade appeal must be made within two weeks for an exam and within 30 days of grade issuance for a course. The Training Section Chief will investigate the facts of the case and make a decision in writing regarding the grade within seven days of receiving the appeal.

* Normally, the decision of the Training Section Chief regarding a grade appeal is final. However, if the student still feels a satisfactory solution has not been reached, the student may submit a further written appeal to the Executive Director. Appeals to the Executive Director must be submitted within 30 days of the Training Section Chief's decision. The Executive Director's decision will be made in writing within seven days of receiving the appeal and will be final.

  Adverse Action Appeal Procedures: Adverse actions are disciplinary actions due to a student violating student conduct policies or academic honesty standards. These can include termination, suspension, probation, or other academic penalty. An example of "other academic penalties" could be the awarding of a zero on a test or assignment or assignment of an "F" (failure) in a course. All adverse actions take effect immediately when imposed by the appropriate instructor or administrator, but they are subject to appeal. If the student disputes the basis for an adverse action, the student may appeal the action with the following procedure.
* A student appealing an adverse action must submit a written statement with supporting evidence (if any) disputing the basis of the adverse action to the Executive Director. The Executive Director will investigate the facts of the case and render a final decision in writing within seven days.

* If a suspension has already taken place and the course(s) is/are still ongoing and, upon appeal, reversed by the Executive Director, the Alabama Fire College will provide reasonable assistance and time for the student to make up missed material, tests, or projects, all of this being on the basis that such extra time or instruction is practical in the sole judgment of the AFC. In the event a student has already been terminated or suspended and the course(s) has/have ended, the student will be allowed to retake, at no cost, any courses that were interrupted by a termination or suspension that was reversed upon appeal.

  Complaint Procedures: Every student has the right to file a grievance/complaint about any procedure at the College, any action taken by an official of the Alabama Fire College, any failure by officials to properly follow the appeals procedures outlined above, or any perceived discrimination on the basis of sex, religion, color, creed, national origin, disability, age, marital status, or sexual orientation. Grievances or complaints may be filed orally or in writing to the Executive Director or in case of his absence, the procedure listed below.
* Grievances and complaints may be addressed to the senior person in the office to which the matter pertains (i.e., to the Training Section Chief, Certification Unit Leader, etc.), or they may be presented to the Executive Director.

* Grievances and complaints should be filed within 15 calendar days of the occurrence of the matter about which the grievance or complaint is being made. Grievances and complaints, whether oral or written, should describe briefly, but completely, the nature of the grievance or complaint and the solution sought.

* Grievances and complaints addressed to an official of the Alabama Fire College other than the Executive Director may be resubmitted to the Executive Director if the complainant is not satisfied with the resolution. In such cases, it must be in writing. The Executive Director will attempt to render a decision within seven days of receipt of the grievance/complaint, and the decision will be in writing.

# Attendance Policies

Attendance will be recorded at every class or lab meeting at the beginning of class and after long breaks for required hours. For a week long certification course, students are required to attend all sessions to obtain certification. For VA students, it is especially important because they will receive benefits only for those days in attendance.

Special Policy: Fire Fighter I/II: Students are expected to attend all classes. Failure to appear in class for a scheduled activity will be considered an absence, unless prior permission is received from the instructor. For any absence to be excused and makeup work to be allowed, it must be accompanied by a written description of extenuating circumstances.

**Department Delivery:**Attendance of courses taught at locations other than the Alabama Fire College shall be restricted to members of Alabama state, county, and municipal agencies, except where courses are established through the AFC Industrial or DoD Programs Division or by an articulation agreement with a post-secondary institution.

# Background Check & Drug Testing

1. Rotational sites may require a background check and/or drug testing prior to the scheduled student visit.

2. Students may be subject to drug and/or alcohol screening in conjunction with the rotational classes. A positive result from a screening could result in dismissal from the program.

3. A student convicted of a felony or a misdemeanor other than a minor traffic violation for which a pardon has not been granted:

* May not be able to work in rotational sites in the program (and thus would not be able to complete the program).

* May not be able to obtain a license from the state, even if the program is completed.

* May not be able to secure a job, even if licensed.

*\*If there is an accident with an apparatus or an injury on campus, there is an automatic drug testing of the individuals in question.*

# Campus Security

Any individual on campus may be required to show identification upon request.

* Building Security

  * The building is on a schedule to be locked down automatically at designated times. This schedule is set to secure all staff and students from exterior threats. The times can and will be changed randomly for security purposes.

  * Students are expected to attend class per the established times because the hours of attendance must be documented for accountability.

* Traffic/Parking

  * Students are expected to observe ALL posted speed limits while driving. If the student is caught speeding, the student is not to use his/her participation in an Alabama Fire College course/event as an excuse.

  * Students are expected to abide by the parking regulations of the Alabama Fire College and respective community.

  * Students must park on the side of the building in the designated parking area at the Fire College and other respective host sites. Students will not park in front of the building at the Fire College.

* Personal items:

  * The Fire College will not assume any responsibility for loss, theft, or damage of personal items.

# Cancellation Policy

The Alabama Fire College reserves the right to cancel or postpone any course. Courses that do not meet the minimum registration may be cancelled two (2) weeks prior to the start date. When a course is scheduled and advertised, there is no guarantee that the course will be delivered. Courses cancelled due to inclement weather or other situations may be rescheduled.

# Cell Phones

Because cell phones can be used in class as an educational tool and resource, they are permitted to be on the student's person. They will be used in this capacity until ONLY the Instructor advises their use. Anytime a cell phone becomes a distraction in class, the use of the devices will be banned. The cell phone must be on vibrate or off at the Instructor's discretion. Cell phones will be OFF for all quizzes and exams. They will be left on the front table in the Computer Lab and retrieved afterwards. AFC and its instructors are not responsible for securing any items brought to class. If instructors notice anything valuable, they will have the student remove the item from the classroom and secure the item in the student's vehicle.

# Class Schedule

# Classroom Demeanor

Students are required to maintain classroom cleanliness. **No tobacco products of any kind will be permitted in classrooms.**Each student is responsible for the removal of trash from his/her area. Students are expected to be courteous to others while in class, show a willingness to respond to questions and participate in class discussions, and exhibit a lively interest in the subject matter. The Alabama Fire College has a "zero tolerance" policy for disruptive class behavior. Since enrollment in the Alabama Fire College is by choice, students who fail to demonstrate common courtesy and cooperation in the classroom are choosing, by their behavior, to cancel their enrollment.

# Computing Resources

1. This policy provides guidelines for the appropriate and inappropriate use of the computing resources at the Alabama Fire College. The computers, related equipment, software, data, and local area networks are intended to be used for its programs of instruction, research, and to conduct the legitimate business of the AFC.

2. Users should use these resources in an effective, ethical, and legal manner. Usage must be in accordance with applicable AFC procedures and applicable state and federal laws including the Federal Computer Abuse Amendment Act of 1994, the Federal Electronic Communications Privacy Act, and the U. S. Copyright Act.

3. Policy violations may include:

   1. Harass, threaten, or otherwise cause harm to specific individuals or classes of individuals

   2. Impede, interfere with, impair, or otherwise cause harm to the activities of others.

   3. Download, post, or install to computers or transport across networks material that is sexually explicit or offensive or material that is illegal, proprietary, in violation of license agreements, in violation of copyrights, in violation of AFC contracts

   4. Recklessly or maliciously interfere with or damage computer or network resources or computer data, files, or other information.

# Conduct & Discipline

The Alabama Fire College has a "zero-tolerance" policy for disruptive classroom behavior. Immoral or disorderly conduct will not be condoned. Profane, obscene, vulgar, or indecent language will not be tolerated. Minor infractions committed by students will be corrected by the Fire College Staff. Conduct detrimental to the Fire Service on or off campus will not be tolerated. We will investigate any complaints by motels, restaurants, or other persons. If the complaint is valid, the student will be dismissed and his/her agency will be notified. Student enrollment in the Alabama Fire College is by choice; therefore, students who fail to demonstrate common courtesy and cooperation in the classroom are choosing, by their behavior, to cancel their enrollment.

Restrictions include but are not limited to:

* Visitors, including children, are not allowed in the classroom.

* Cell phones will not be used during class, lab, or clinical.

* All phones, beepers, or other devices must be turned off while in class, lab, or rotations.

* No tobacco products of any kind, to include chewing tobacco, will be permitted inside the Alabama Fire College buildings or in front of the building.

* Continuously returning to class late from breaks.

* Disrespectful, vulgar, or disruptive language and other undesirable activity are prohibited.

# DoD Policy

The Alabama Administrative Code limits federal fire fighters who are not Alabama residents or are not a volunteer at an Alabama fire department, from attending department or campus delivery courses without paying tuition.

The following is an excerpt from the Alabama Fire College and Personnel Standards Commission Administrative Code Chapter 360-x-1:

*Attendance of certification courses taught at locations other than the Alabama Fire College shall be restricted to members of Alabama state, county, and municipal agencies, except where courses are established through the AFC Industrial/DoD Programs Division or by an articulation agreement with a post-secondary institution.*

# Dress

Students attending classes at the Alabama Fire College must choose their attire to be appropriate according to the circumstances. Students should refer to the course syllabus for guidance on what activities are planned for each instruction day and whether the activities are indoors or outdoors to determine student's choice of attire. Dressing for safety is the overriding concern. Comfort is a consideration. When dressing for the summer season, students are reminded that short shorts, tank tops, and open-toe shoes are not permitted in classrooms or on the drill field. T-shirts or other clothing with offensive wording or artwork are not permitted. Common courtesy to other students is expected in the choice of attire. Drill field activities will require clothing to be worn that is appropriate for the activity and the season.

# Drop/Add Policies

* A student cannot be added after the first day of class without special permission of the EMS Group Supervisor or the Training Section Chief.

* For an EMS course, the class cannot be dropped without withdrawing from the program.

* A student who wishes to withdraw from a must do so officially in the office of Registration and the paperwork will be forwarded to the EMS Group Supervisor or the Training Section Chief.

# Emergencies

Classes are not dismissed and will resume when notified that the danger has passed

* Fire

  * Alarm will sound.

  * All faculty, staff, and students should proceed to the nearest exit and move to the grassy area by the lake.

  * The Instructor will take accountability by verifying all students on the class roster have left the building.

* Tornado/Weather

  * Notification will be given.

  * All faculty, staff, and students should proceed to the interior hall on the first floor away from any windows.

  * Everyone should stay in the interior halls until the "All Clear" is given by a representative of the Fire College.

  * DO NOT GET INTO A VEHICLE!

* Suspicious Package or Envelope, located on the interior or exterior of the building:

  * DO NOT touch, shake, or empty the contents of any suspicious package or envelope.

  * Contact faculty or staff and tell them the location; they will contact Campus Security.

  * Leave the room and close the door.

  * Instructors: Move class to the grassy area by the lake. Make a list of who was in the class or office with name and phone number. If a powder is present, DO NOT clean-up the powder.

# Firearms

Possession of firearms on Alabama Fire College property is limited to sworn local, state, or federal law enforcement officers. All others are expressly forbidden to possess firearms on AFC property unless specifically authorized to do so by the Executive Director.

# Lead Instructor Requirements Download

In January, 2017 the Personnel Standards and Education Commission passed a resolution requiring that lead instructors for certification courses have at least three years tenure as certified firefighters. This resolution was introduced in order to ensure that lead instructors are seasoned and have the knowledge, skill, and ability to safely educate and train students. The premise of this resolution is that instructors who have a minimum of three years of tenure as a firefighter should have sufficient experience that they not only comprehend the material but should have the ability to analyze, synthesize, and evaluate the concepts and be capable of presenting practical examples of how concepts apply in the field.

# Notice of Employment

Per Alabama Administrative Code [360-X-1-.01](https://admincode.legislature.state.al.us/administrative-code/360-X-1-.01), the Notice of Employment must be submitted to the Alabama Fire College \& Personnel Standards \& Education Commission's Certification Unit within TEN DAYS of employment. This should be submitted through the [AFC Departmental Dashboard](https://app.alabamafirecollege.org/home)

The chief shall, within thirty (30) days after the date of employment of a new employee subject to the provisions of §36-32-7 of the ++Code of Ala. 1975++ , and who is not currently certified as a firefighter in the State of Alabama, file with the office of the Commission AFC \& PSEC Form-05 entitled "[Physical Statement](https://www.alabamafirecollege.org/wp-content/uploads/2020/04/physicalstatement.pdf)" certified by a licensed practicing physician or such designee as satisfactory by the appointing authority designated as in good health and physically fit for the performance of duties as a firefighter. Provided, however, Form-05 must be submitted prior to beginning any certification training leading to certification as a Fire Fighter or Volunteer Fire Fighter.

# Notice of Termination

# Withdrawal/Refund Policy

Students who register for courses and fail to attend will be charged full tuition. To receive a full refund, withdrawals must be received in writing to Registration ([registration@alabamafirecollege.org](mailto:registration@alabamafirecollege.org)) at least two weeks prior to the beginning of class. Students will receive full refunds for courses canceled by the Alabama Fire College.

**Students utilizing VA Benefits:** No refunds will be given once student completes the first day of class.

**Fire Fighter I/II/Bridge:**Written withdrawal request must be received prior to Orientation in order to receive a full refund of tuition. An early withdrawal penalty of $175 is charged after Orientation has been held and before the first day of class. No refund will be given for uniform costs if garments have been worn or the tags have been removed. Prorated PPE rental fees, if applicable, will be refunded based on the withdrawal date. Hotel accommodation (for on-campus students only) refunds will be prorated based on the date of withdrawal. Tuition will be refunded as follows:

* Students, both FF I/II and Bridge, withdrawing during the first week of class, will receive a 75% tuition refund.

* Students, both FF I/II and Bridge, withdrawing during the second week of class, will receive a 50% tuition refund.

* Tuition refunds will not be granted to FF I/II or Bridge students withdrawing during or after the third week of class.

**EMS (EMT, Advanced EMT, or Paramedic)**: An early withdrawal penalty of $175 is charged after Orientation has been held and before the first day of class. No refund will be given for uniform costs if garments have been worn or the tags have been removed. Tuition will be refunded as follows:

* Students withdrawing during the first week of class will receive a 75% tuition refund.

# How Do I Reinstate My Firefighter Certification?

How do I know if I need to be recertified?  
Any individual who was previously issued Fire Fighter I certification by the commission, and whose Fire Fighter I has expired, may be recertified by successfully completing a recertification course as prescribed by the commission. The requirements for recertification shall not be construed as to preclude any employing agency from requiring any individual to complete any training required by the employing agency.
How can I defer my certification expiration?  
If the individual is actively engaged in an approved post-secondary degree program in Fire Science or closely related subject or a certificate or degree program in Emergency Medical Services the expiration can be deferred. What is an expired status?  
A firefighter has an expired status if the firefighter has not maintained fire service employment over one year from the last date of termination from a fire department. Fire service employment is any paid municipal, county, state or federal occupation that requires the candidate, as his primary duty, to actively and routinely engage in fire protection services. Volunteer status is not sufficient to maintain Fire Fighter I certification. A fire fighter's current employment record must be maintained at the Alabama Fire College to maintain current active status.

### Step 1

#### Apply for Reciprocity

### Step 2

#### Forward Application Package

The chief officer will forward the candidate's completed application package, signed by the chief officer of a municipal, county, or state firefighting agency within the State of Alabama to the Alabama Fire College Certification Office.

### Step 3

#### Approved Application (may take 6-8 weeks)

The chief officer will be notified by the Certification Office of the candidate's status. The candidate may be required to perform additional training.

#### **Approved Applications:**

* The candidate will be required to sit for the Fire Fighter I (\& II, if applicable) Challenge Exam; please note that skills testing may also be required.

* Challenge Exam is 75 questions per level (FFI and FFII). Questions are validated to the current Instructional Manual and the current textbook, IFSTA's, *Essentials of Fire Fighting and Fire Department Operations, 7* th edition***.***

Per the Alabama Administrative Code (Chapter 360-X-1)," This form must be completed and submitted prior to beginning any certification training leading to certification as a Fire Fighter or Volunteer Fire Fighter". To meet the stipulations of Code of Alabama §36-32-7, this form must also be completed and submitted by the fire chief within thirty (30) days of employment of a trainee who is not currently certified as a firefighter in the State of Alabama. ## Introduction

A firefighter who is a resident of Alabama is authorized to obtain a "Firefighter" license plate for their personal vehicle. Under [Section 32-6-272](https://alison.legislature.state.al.us/code-of-alabama?section=32-6-272), Code of Alabama 1975, requires the Alabama Forestry Commission and the Firefighters' Personnel Standards and Education Commission to prepare lists of persons eligible for distinctive motor vehicle license plates and to authorize the widow or widower of any firefighter who dies in the line of duty to receive a free license plate. **Please Note**:

1. Fire departments may print these forms on their letterhead if desired. No changes in wording should be made to the form as this is the official form recognized by county license officials for certifying eligibility for the purchase of firefighter tags.

2. It is required that the chief sign the form in **blue** ink. County tag officials need to ensure that they are receiving the original of the certification form.

3. **Volunteer departments:** Rosters must be submitted to the**Alabama Forestry Commission** for tag list eligibility.

# Candidate Physical Ability Test (CPAT)

As prescribed by the Alabama Fire College and Personnel Standards and Education Commission (AFC \& PSEC), job-related physical performance requirements shall be used to select candidates. Therefore, the firefighter candidate shall successfully complete the Fire Service Joint Labor Management Wellness/Fitness Initiative Program-Candidate Physical Ability Test (CPAT) or other approved validated physical ability evaluation prior to entering a minimum standards course for Fire Fighter I/II, Fire Fighter I/II Bridge, and Fire Fighter I Recertification (based on initial FFI requirements).

## The physical ability evaluation shall be valid for one (1) year.

The AFC \& PSEC requires as proof of successful completion of the Candidate Physical Ability Test (CPAT) that the official CPAT form be submitted when a candidate registers for any recruit school within Alabama.

CPAT was developed by IAFF/IAFC Wellness-Fitness Task Force.

This is a pass/fail test based on a validated maximum total time of 10 minutes and 20 seconds.

**Requirements**

* In these events, the candidate wears a 50-pound vest to simulate the weight of self-contained breathing apparatus (SCBA) and firefighter protective clothing.

* An additional 25 pounds, using two 12.5-pound weights that simulate a high-rise pack (hose bundle), is added to the shoulders for the stair climb event.

* Throughout all events, the participant must wear long pants, a hard hat with chin strap, work gloves, and footwear with no open heel or toe.

* Watches and loose or restrictive jewelry are not permitted.

**Evaluation**

All props were designed to obtain the necessary information regarding physical ability. The tools and equipment were chosen to provide the highest level of consistency, safety, and validity in measuring the candidate's physical abilities. A schematic drawing of the CPAT is included in this orientation material; however, the course layout may vary in order to conform to the fire department's test area. The events and distances between events are always the same.

The events are placed in a sequence that best simulates fire scene events while allowing an 85-foot walk between events. To ensure the highest level of safety and to prevent exhaustion, no running is allowed between events. This walk allows approximately 20 seconds to recover and regroup before each event.

To ensure scoring accuracy, two stopwatches are used to time the CPAT. One stopwatch is designated as the official test time stopwatch, the second is the backup stopwatch. If mechanical failure occurs, the time on the backup stopwatch is used. The stopwatches are set to the pass/fail time and countdown from 10 minutes and 20 seconds. If time elapses prior to the completion of the test, the test is concluded and the participant fails the test.

**Sequence of Events**

The Fire Service Joint Labor Management Wellness/Fitness Initiative Candidate Physical Ability Test © consists of eight separate events. The CPAT is a sequence of events requiring the candidate to progress along a predetermined path from event to event in a continuous manner. This test was developed to allow fire departments a means for obtaining pools of trainable candidates who are physically able to perform essential job tasks at fire scenes.

Event 1: Stair Climb  
Using a StepMill stair-climbing machine, this event is designed to simulate the critical task of climbing stairs in full protective clothing while carrying a high-rise pack (hose bundle) and firefighter equipment. This event challenges aerobic capacity, lower body muscular endurance and the ability to balance.

Participants wear a 12.5-pound weight on each shoulder to simulate the weight of a high-rise pack. Immediately following a 20-second warm-up period at a rate of 50 steps per minute, the timed part of the test starts as indicated by a proctor. There is no break in time between the warm-up period and the actual timing of the test. During the warm-up period, dismounting, grasping the rail, or holding the wall to establish balance and cadence is permitted. The timed part of the test lasts three (3) minutes at a stepping rate of 60 steps per minute.

Failure can occur by falling or dismounting three times during the warm-up period, or by falling or dismounting the StepMill after the timed CPAT begins. During the test, the participant is permitted to touch the wall or handrail for balance only momentarily; if that rule is violated more than twice during the test, failure will result.
Event 2: Hose Drag  
This event is designed to simulate the critical tasks of dragging an uncharged hoseline from a fire apparatus to a structure and pulling an uncharged hoseline around obstacles while remaining stationary. This event challenges aerobic capacity, lower body muscular strength and endurance, upper back muscular strength and endurance, grip strength and endurance, and anaerobic endurance.

A hoseline nozzle attached to 200 feet of hose is grasped and placed over the shoulder or across the chest up to eight feet. While walking or running, the participant drags the hose 75 feet to a pre-positioned drum, makes a 90° turn, and continues an additional 25 feet. After stopping within the marked box, the candidate drops to at least one knee and pulls the hoseline until the 50-foot mark crosses the finish line.

During the hose drag, failure results if the participant does not go around the drum or goes outside of the marked path. During the hose pull, a warning is given if at least one knee is not kept in contact with the ground or if the knees go outside the marked boundary line; a second warning constitutes failure.
Event 3: Equipment Carry  
This event uses two saws and a tool cabinet replicating a storage cabinet on a fire truck. It is simulates the critical tasks of removing power tools from a fire apparatus, carrying them to the emergency scene, and returning the equipment to the fire apparatus. This event challenges aerobic capacity, upper body muscular strength and endurance, lower body muscular endurance, grip endurance, and balance.

The candidate must remove the two saws from the tool cabinet, one at a time, and place them on the ground. Then he/she picks up both saws (one in each hand) and carries them while walking 75 feet around a drum, then back to the starting point. Placing the saw(s) on the ground to adjust a grip is permitted. Upon return to the tool cabinet, the saws are placed on the ground, then picked up one at a time, and replaced in the cabinet.

Dropping either saw on the ground during the carry will result in immediate failure. A warning will be given for running; a second warning constitutes a failure.
Event 4: Ladder Raise and Extension  
This event, which uses two 24-foot aluminum extension ladders, is designed to simulate the placement of a ground ladder at a fire structure and extending it to the roof or window. This event challenges aerobic capacity, upper body muscular strength, lower body muscular strength, balance, grip strength, and anaerobic endurance. The participant must walk to the top rung of oneladder, lift the unhinged end from the ground, and walk it up hand over hand until it is stationary against the wall. Then he/she immediately proceeds to the other pre-positioned ladder, stands with both feet within the marked box, extends the fly section hand over hand until it hits the stop, then lowers it back to the starting position.

Immediate failure will result if the ladder is allowed to fall to the ground, if control is not maintained in a hand-over-hand manner, or if the rope halyard slips in an uncontrolled manner. Missing any rung during the raise or allowing one's feet to extend outside of the boundary results in a warning; a second warning constitutes a failure.
Event 5: Forcible Entry  
This event uses a mechanized device that measures cumulative force and a 10-pound sledgehammer. It simulates the critical tasks of using force to open a locked door or to breach a wall. This event challenges aerobic capacity, upper body muscular strength and endurance, lower body muscular strength and endurance, balance, grip strength and endurance, and anaerobic endurance.

For this event, the candidate uses the sledgehammer to strike a measuring device in a target area until the buzzer activates. Feet must be kept outside the toe-box at all times.

Failure results if the participant does not maintain control of the sledgehammer and releases it from both hands while swinging. A warning is given for stepping inside the toe-box; a second warning constitutes a failure.
Event 6: Search  
This event uses an enclosed search maze that has obstacles and narrowedspaces. It simulates the critical task of searching for a fire victim with limited visibility in an unpredictable area. This event challenges aerobic capacity, upper body muscular strength and endurance, agility, balance, anaerobic endurance, and kinesthetic awareness.

For this event, the candidate crawls through a tunnel maze that is approximately 3 feet high, 4 feet wide, 64 feet in length, and has two 90° turns and multiple obstacles. In addition, there are two locations where the dimensions of the tunnel are reduced. If at any point the participant chooses to end the event, he/she can call out or rap sharply on the wall or ceiling and will be assisted out of the maze although doing so will result in failure of the event. Failure also will occur if the candidate requests assistance that requires the opening of the escape hatch or opening of the entrance/exit covers.
Event 7: Rescue  
This event uses a weighted mannequin equipped with a shoulder harness to simulate the critical task of removing a victim or injured partner from a fire scene. This event challenges aerobic capacity, upper and lower body muscular strength and endurance, grip strength and endurance, and anaerobic endurance.

The participant grasps a 165-pound mannequin by the handle(s) on the shoulder(s) of the harness (either one or both handles are permitted), drags it 35 feet, makes a 180° turn around a pre-positioned drum, and continues an additional 35 feet to the finish line. Grasping or resting on the drum is not permitted, but the mannequin may touch the drum. The candidate is permitted to drop and release the mannequin to adjust his/her grip. The entire mannequin must be dragged across the finish line.

Grasping or resting on the drum at any time results in a warning; a second warning constitutes a failure.
Event 8: Ceiling Breach and Pull  
This event uses a mechanized device that measures overhead push and pull forces and a pike pole. The pike pole is a commonly used piece of equipment that consists of a six-foot long pole with a hook and point attached to one end. This event simulates the critical task of breaching and pulling down a ceiling to check for fire extension. It challenges aerobic capacity, upper and lower body muscular strength and endurance, grip strength and endurance, and anaerobic endurance.After removing the pike pole from the bracket, the participant places the tip of the pole on a 60-pound hinged door in the ceiling and pushes it three times while standing within the established boundary. Then, the pike pole is hooked to a 80-pound ceiling device and pulled five times. Each set consists of three pushes and five pulls; the set is repeated four times. A pause for grip adjustment is allowed.

Releasing one's grip or allowing the pike pole handle to slip does not result in a warning or constitute a failure. The candidate may re-establish his/her grip and resume the event. If a repetition is not successfully completed, the proctor calls out "MISS" and the apparatus must be pushed or pulled again to complete the repetition. This event and the total test time ends when the final pull stroke repetition is completed and the proctor calls "TIME."

A warning is given for dropping the pike pole to the ground or for feet straying outside the boundaries; a second warning of either violation constitute a failure.

## **Application Process**

Send in your completed Alabama Fire College registration packet and provide the following items for VA certification.

1. [Certificate of Eligibility (COE)](https://www.va.gov/education/how-to-apply/): Once you have received the COE, you will be able to determine benefit eligibility and the amount owed towards tuition.

2. Official transcripts (to include [military transcripts](https://jst.doded.mil/jst/)) from all previously attended high schools and colleges.

3. ## **Important Information to Know**

* Alabama Fire College is a non-degree-granting institution. As a result, Veterans receive benefits according to the number of required clock hours they attend each week. Benefits are not calculated on semester hours.

* You must meet all course requirements before being certified for VA benefits For VA Vocational Rehabilitation. The student's Vocational Rehabilitation counselor will need to call the School Certifying Official to make arrangements prior to registration.

* Student must indicate to the School Certifying Official (SCO) what benefit will be used.

  * Post 911 (Chapter 33): In-state students are not required to pay tuition up-front.

  * Montgomery GI Bill® (Chapter 30): Students are required to pay tuition up-front.

  * Vocational Rehabilitation (VocRehab): Students must contact a [VocRehab counselor](https://www.benefits.va.gov/benefits/offices.asp) at Veterans Affairs, and the counselor must contact the school's SCO to make arrangements prior to registration.

  * Dependents' Educational Assistance (Chapter 35 -- DEA): Students are required to pay tuition up-front.
